深入了解我們如何透過社區互助與居家防護準備,建立穩固的基層防禦體系。

  • 公私協力各司其職
    第一線由專業軍警消負責高強度搶救;社區後方由民眾(特別是女性與留守社區者)擔任輔助,負責治安、醫療與物資發放,維持社會運作。
  • 光復賑災的社會韌性
    以 2025 年花蓮馬太鞍溪堰塞湖災害為例,自發性的志工「鏟子超人」湧入災區協助,展現了民防是一種「全民參與」的責任意識。
  • 落實訓用合一
    拒絕形式主義,確保每個人在危急時刻都能精準執行任務。
  • Public-Private Collaboration
    The frontlines are handled by professional military, police, and firefighters for high-intensity rescue; the community rear is assisted by citizens (especially women and those staying behind), handling security, medical care, and supply distribution to maintain social operations.
  • Social Resilience in Disaster Relief
    Taking the 2025 Hualien Mataian River landslide dam disaster as an example, spontaneous volunteers (dubbed "Shovel Superheroes") rushed into the disaster area to help, demonstrating that civil defense is a sense of responsibility requiring "universal participation."
  • Integrating Training and Application
    Rejecting formalism to ensure everyone can accurately execute tasks in critical moments.

面對未來氣候變遷與各種複合型災害的挑戰,首當其衝的往往是基層平民。

在這次專題製作中,我們經歷了觀念的震撼教育。從高默防衛的教官身上,我們學到了「不驚慌的實質行動力」;從劉教授的訪談中,我們懂得了「照顧好自己就是最大貢獻的居家堡壘」。

原來,民防不是壯漢的專利,從準備一份寵物避難包、學會止血包紮的女性,到在家備妥慢性病藥的長者,每一位都是守護台灣韌性的英雄。

高默教官受訪時的一句話深深烙印在我們心中:「我希望讓國際知道,台灣有一群人,他們跨越了性別與體能的限制,為了社會安全正在不斷地努力。」

Facing the challenges of future climate change and various complex disasters, civilians are often the first to bear the brunt.

During this project, we experienced a profound paradigm shift. From S.T.A's instructors, we learned "practical action without panic"; from Prof. Liu's interview, we understood that "taking care of yourself is the greatest contribution as a home fortress." We realized that civil defense isn't just for muscular men. From a woman preparing a pet go-bag and learning to bandage wounds, to an elder stocking up on chronic medications at home, everyone is a hero safeguarding Taiwan's resilience.

A quote from the S.T.A instructor deeply branded itself in our minds: "I want the international community to know that in Taiwan, there is a group of people transcending gender and physical limits, constantly working hard for the safety of our society."

『民防』聽起來或許是個遙遠的專業名詞,但在我們深入探訪民間團體與在地社區後,才深刻體會它其實是日常生活的延伸。透過這個專題網站,我們期盼向大眾傳達一個核心價值:安全從來不是理所當然,而是仰賴每一位社區成員共同構築的成果。唯有褪去冷漠,將防災意識化為鄰里間的互助與平時的準備,我們才能為家園編織出最堅實的防護網。

我們深信:

民防不能流於口號與空談,它必須是一種扎根生活的態度——
這是對自己生命的負責,更是對在地社區與台灣社會的溫柔守護。

"Civil Defense" might sound like a distant, specialized term, but after our in-depth visits to civilian groups and local communities, we deeply realize it is actually an extension of daily life. Through this project website, we hope to convey a core value to the public: safety should never be taken for granted; it is the result of joint efforts by every community member. Only by shedding apathy and turning disaster awareness into neighborhood mutual aid and peacetime preparation can we weave the most solid safety net for our homeland.

We firmly believe:

Civil defense cannot be reduced to slogans and empty talk. It must be an attitude rooted in everyday life—this is a responsibility to our own lives, and even more so, a gentle protection of our local communities and Taiwanese society.
