「民防」顧名思義即是全民國防，高默是有一群有志的愛國志士所組成的非政府組織，旨在提升台灣社會整體的「韌性」。當天然災害（如地震、颱風）降臨或軍事衝突觸發時，使一般民眾具備自我保護與互助的能力，而非只能仰賴政府的力量。
“Civil defense” literally means national defense for all citizens. S.T.A Defense is a non-governmental organization composed of a group of patriotic volunteers, aiming to enhance the overall "resilience" of Taiwanese society. When natural disasters (such as earthquakes and typhoons) occur or military conflicts are triggered, it enables ordinary citizens to have the ability to protect themselves and help each other, rather than relying solely on the government's power.
何謂民防
「民防」顧名思義，它是「民間防衛」與「全社會韌性」的具體實踐。

在本次專題中，我們團隊親自走訪了「台灣民防協會」的學者專家與「高默防衛（S.T.A）」民間訓練團體。透過深度訪談與實地觀察，我們打破了過去「民防等於軍警專利」的迷思。我們發現：當天然災害（如地震、颱風）降臨，或發生重大無預警危機時，民防不僅是止血帶與無線電，它更包含了弱勢照顧、物資分配與金融避險。它能賦予一般民眾自我保護與相互救援的能力，讓公民社會成為政府之外最強大的支撐網絡。

As the name suggests, it is the practical implementation of "civil defense" and "whole-society resilience."

In this project, our team visited scholars from the Taiwan Civil Defense Association and the civilian training group S.T.A (Gao Mo Defense) in person. Through in-depth interviews and on-site observations, we shattered the myth that "civil defense is exclusively for the military and police." We discovered that when natural disasters (such as earthquakes and typhoons) strike, or major sudden crises occur, civil defense is not just about tourniquets and radios. It includes caring for the vulnerable, distribution, and financial risk management. It empowers ordinary citizens to protect themselves and help one another, making civil society the strongest support network outside of the government.

「在充滿未知與變數的時代，『安全感』不能只依靠政府給的承諾，更應該從『自己』著手準備。民防，是全社會韌性的昇華——從急救止血到避難引導，從物資準備到資訊傳遞。這是一場關於全社會的集體行動，指引我們在混亂中依然能保持冷靜，成為那道黑暗中的光。」
"In an era full of unknowns and variables, a 'sense of security' cannot rely solely on government promises; it must start with 'our own' preparation. Civil defense is the elevation of whole-society resilience—from first aid and evacuation guidance to material preparation and information transmission. This is a collective action of the entire society, guiding us to remain calm in chaos and become a guiding light in the dark."
